How are web programmers different from software/system programmers? Does the latter earn more?

Generally, software developers are paid more if you can find yourself a job with a big company such as Microsoft but it's also possible to make a lot if you go freelance with web development and become known in the community.

Freelance developers are paid cheap. It is better to be employed in big/huge companies to have a better pay as a software programmer. Also if you can be a full stack developer which are common now a days, they have a better salary.

Software programmers are typically paid a lot more than other jobs related to programming. If you're able to get involved with a big, successful company, you could definitely make yourself a good bit of money.
